It looks like the file %localappdata%\Autodesk\3dsMax\<ReleaseNumber> – 64bit\ENU\Plugin.UserSettings.ini is not accessible, although this file should be available by default.
Please check whether the entry “Kstudio Startup 2022” exists in that file and what value it has.

As a quick workaround, close 3ds Max and manually add the following line to the file:Kstudio Startup 2022=C:\Users<Username>\AppData\Local\Kstudio\data\startup\2022\
However, the better solution would be to resolve the underlying access issue, as this file should be accessible by default.
