You haven’t mentioned which version of Project Manager you installed, but based on the error it looks like an older version may have been used.
Please download and install the latest version from your account downloads page:

      Hi,

It looks like the file %localappdata%\Autodesk\3dsMax\<ReleaseNumber> – 64bit\ENU\Plugin.UserSettings.ini is not accessible, although this file should be available by default.

Please check whether the entry “Kstudio Startup 2022” exists in that file and what value it has.

Kstudio Startup 2022 – no such entry

In that case, access to that file appears to be blocked.
As a quick workaround, close 3ds Max and manually add the following line to the file:

      Kstudio Startup 2022=C:\Users<Username>\AppData\Local\Kstudio\data\startup\2022\

However, the better solution would be to resolve the underlying access issue, as this file should be accessible by default.
This is typically caused by overly restrictive permissions set by antivirus software or Windows security policies.
